Mr Poon Joe Keen

Group Chief Executive Officer

Mr Poon Joe Keen was appointed Group Chief Executive Officer (GCEO) of the Â鶹ÊÓƵ¹ÙÍø (Â鶹ÊÓƵ¹ÙÍø) in October 2024. He brings nearly 30 years of senior leadership experience, having previously served as President, Asia Pacific at Wey Technology.

Joe Keen has held executive roles across Asia and Europe, He is actively engaged in corporate governance and technology, serving on the Governing Council and EXCO of the Singapore Institute of Directors, the Association of AI Professionals, SGTech's Talent Steering Committee.

Prior leadership roles include President, Singapore and Southeast Asia at Kaplan Inc., Managing Director and Group Chief Technology Officer at Surbana Jurong, and President of Xchanging. Earlier in his career at Microsoft, Joe Keen won multiple awards (Circle of Excellence, Champions Award, Worldwide IW Sales & Marketing Award), leading the growth of both core business lines and emerging mobile device markets. His consulting experience includes time at Deloitte Consulting in London and the Infocomm Development Authority of Singapore.

A recipient of the Public Service Commission Scholarship (Singapore Government, 1990), Joe Keen holds master’s degrees from Imperial College London and Swansea University, and an undergraduate degree from King's College London.

As GCEO of Â鶹ÊÓƵ¹ÙÍø, Joe Keen is dedicated to inspiring, upskilling, and empowering individuals and organizations through continuous learning at every stage of life.

Professor Wei Kwok Kee

President

Professor Wei Kwok Kee is currently the President and Provost of Â鶹ÊÓƵ¹ÙÍø. As President and Provost, he provides overall leadership to GE. He operationalizes the Â鶹ÊÓƵ¹ÙÍø GE strategy to grow the business, engages stakeholders and communities. He also directs and conducts academic programme assessment and leads student success initiatives, particularly efforts to improve student employability while fostering a commitment to social responsibility.

Prior to his current appointment, Prof Wei was the Founding Dean (2016 – 2020) of the School of Continuing and Lifelong Education (SCALE) at the National University of Singapore (NUS). He was Dean of the College of Business (2007 – 2012) and Head of the Department of Information Systems (2002 – 2007) at the City University of Hong Kong (CityU). He was the Founding Head of the Department of Information Systems (1998 – 2002) at NUS.

During his tenure as Business School Dean in CityU, its international UTD business school research ranking improved by almost 30 places, from 98 to 63; its success with the Hong Kong Government’s research grant awards doubled; SSCI/SCI publications have increased by 25%; and undergraduate admissions scores have climbed by 5%.

As Head of two major IS Departments in Asia (NUS and CityU), Prof Wei has developed a strong research culture and initiated major research efforts that resulted in both Departments being placed among the top 15 IS departments worldwide. He has also introduced major curriculum reforms that aligned the degree programmes in both Departments to AIS guidelines, thereby raising the international value of these programmes.

Prof Wei is a Fellow of the Association of Information Systems (AIS) and was President of that Association in 2003/4. He was awarded the AIS LEO Award for Lifetime Exceptional Achievement in Information Systems in 2015.

Prof Wei has served as Senior Editor of MIS Quarterly and Associate Editor of Information Systems Research. He has also played major roles in ICIS and PACIS. As an excellent educator, his doctoral students have attained placements in good universities worldwide. Prof Wei has published more than 250 journal and conference papers. He has been listed as the Stanford’s top 2% most highly cited scientists 2023 and ranked top 423 world Business and Management scientists by the 1st edition of Research.com. Based on Google Scholar, his works have been cited over 29,661 times and his h-index is 65 (as at 30 July 2024).

Dr Timothy Chan

Vice Provost

Dr Timothy Chan holds the appointment of Vice Provost at the Â鶹ÊÓƵ¹ÙÍø and oversees all academic services.

Dr Chan has over 35 years of working experience in the education field. Dr Chan has taught IT and Accounting modules in Singapore Polytechnic, UniÂ鶹ÊÓƵ¹ÙÍø (renamed as Singapore University of Social Sciences), RMIT University, and the University of London.  As a researcher, he has completed research projects funded by the European Union and China.  As an advisor, external assessor and consultant, he has provided services to institutes of higher learning in Singapore (Institute of Technical Education), Hong Kong (City University), and the United Kingdom (Middlesex University, Nottingham Trent University, Oxford Brookes University and University of Wales).  He is also the author of an Accounting textbook.

Dr Chan is active in the professional and youth communities.  He has served as an Executive Council member of the Singapore Computer Society and chaired the SCS Professional Development Committee (2009-2019).  He is a member of the Education Committee of CPA Australia (Singapore) and a member of the Advisory Committee of Youth Corps Singapore.

Before he joined Â鶹ÊÓƵ¹ÙÍø, Dr Chan held the appointments of Director, School of Digital Media and Infocomm Technology, and Director, School of Business, at Singapore Polytechnic.

Dr Chan holds a PhD in Higher Education from the University of Nottingham, United Kingdom.  He is also a fellow of Singapore Computer Society and CPA Australia.

Mr Desmond Tan

Chief Financial Officer

Mr Desmond Tan is Chief Financial Officer at the Â鶹ÊÓƵ¹ÙÍø (Â鶹ÊÓƵ¹ÙÍø).

As Chief Financial Officer, Desmond is responsible for all financial and accountancy matters in Â鶹ÊÓƵ¹ÙÍø, including the implementation of financial strategies and effective financial management. He spearheads Â鶹ÊÓƵ¹ÙÍø’s Financial and Corporate Planning and Analysis, Controllership, Investment Office, and Finance Operations clusters, in addition to overseeing Governance and Compliance.

Desmond holds a Bachelor of Commerce (Accountancy) degree and is a member of the Australian Society of Certified Practicing Accountants, the Institute of Singapore Chartered Accountants, and is a Senior Accredited Director with the Singapore Institute of Directors.

Desmond has over 30 years of experience across several industries and has held various portfolios in companies listed on the Singapore Exchange and multinational corporations in various sectors: real estate, private equity investment management, audit, consumer products, manufacturing and petroleum. Prior to joining Â鶹ÊÓƵ¹ÙÍø, Desmond was with one of largest real estate investment firms, where he was the Chief Operating Officer for the Asia Pacific region and was responsible for a spectrum of strategic management roles covering business finance.
